Can I get some clarification on this rule

Does this mean anyone (by which I mean people who do NOT meet the standard listed above) can start a crew but the members have to meet these qualifications, or does it mean you have to meet these qualifications to even try and start a crew?

Question about multiple leaders; you said as a leader you have the power to remove members. Say there is two leaders, can one leader remove the other leader?
